Learning Across Borders: Country Voices from MOSIP Country Conversations 2026

MOSIP Country Conversations 2026, hosted by MOSIP in Rabat, Morocco, brought together a vibrant and committed community of government decision-makers, united by a shared purpose: building ID-led DPI that is trusted, inclusive, and owned by countries themselves. More than a conference, the gathering was a space for honest exchange, peer learning, and collective reflection on what it truly takes to make identity systems work at scale.

The event opened with a powerful keynote by Wali Abdelhak Harrak, whose remarks set a thoughtful and grounded tone for the conversations that followed – emphasising that sustainable digital identity is as much about governance and capacity as it is about technology.

Country-led sessions formed the heart of the agenda. Uganda’s journey was shared by NIRA’s RoseMary Kisembo, who spoke candidly about migration and enrollment challenges in transitioning to a new-age identity system. Her session offered practical insights into operational readiness, institutional coordination, and the realities of implementing change at national scale.

From Ethiopia, NIDP’s Yodahe Zemichael shared experiences of large-scale registrations and the parallel use of ID systems for social benefit programmes, demonstrating how foundational identity can directly support inclusion and service delivery when aligned with national priorities. Contributions from the Philippines focused on strategic planning for nationwide rollout, scaling authentication, and working with relying parties – offering valuable lessons on moving beyond issuance to meaningful adoption.

Panel discussions further deepened peer learning, bringing together perspectives from countries at different stages of implementation and with varied population sizes and system complexities. Representatives from Nigeria, Sri Lanka, Zambia, Peru, Cambodia, South Africa, and São Tomé and Príncipe openly shared successes, challenges, and trade-offs. These exchanges reinforced a core truth: there is no single blueprint for national ID – only lessons; that grow richer when shared.

Throughout Country Conversations 2026, one message resonated clearly. Digital identity – and the broader potential of Digital Public Infrastructure – succeeds when governments take ownership: shaping systems around their contexts, investing in local capacity, and integrating ID thoughtfully across services. Many partner countries demonstrated how strong ID foundations are already enabling wider digital ecosystems, from social protection to authentication and service delivery.

MOSIP aims to provide open technology, support implementation, strengthen local teams, and walk alongside countries as they build. This progress would not be possible without the leadership, commitment, and achievements of the countries themselves.
