MOU between IIIT-Bangalore and PSA, Republic of the Philippines

The International Institute of Information Technology Bangalore (IIIT-B) and the Philippine Statistics Authority, Republic of the Philippines signed a Memorandum of Understanding on 28th August 2019, for the adoption of MOSIP in the implementation of PhilSys, a foundational national ID system for all citizens of the Philippines and qualified resident aliens. 

MOSIP or the Modular Open Source Identity Platform is a global digital public good that countries and other ID issuing organisations can adapt and customize to develop a foundational ID system. It empowers user organisations to remain in control of the process of conceptualization, development, and maintenance of critical digital infrastructure such as national ID systems and addresses the problems arising out of closed proprietary technologies and consequent vendor lock-in. 

The Understanding lays out the framework of cooperation between the signatories on the transfer of code and documentation, transfer of knowledge, support in the adaption of the platform, and support in capacity building of the Philippine Statistics Authority in implementation of PhilSys.

In accordance with its mandate, IIIT-B will support the Philippine Statistics Authority over the next three years in the creation of an ID system that is inclusive, safe and empowering to individuals.
